Report on the National Consultation Process on Lifelong Learning

C. Plan for Phase 2 of the National Consultation Process - July 2001 to June 2002

The Working Committee for Facilitating Consultations on Lifelong Learning has recommended to the Minister of Education the establishment of a National Commission on Lifelong Learning that would be composed of representatives of major stakeholder categories and be tasked with the following responsibilities:

  • To examine relevant international policies and practices in this area and to determine their relevance to the Maltese context and needs;
  • To sensitise the general public on the notion and impact of lifelong learning through media channels;
  • To stimulate interest groups to debate aspects of lifelong learning;
  • To mobilise social partners in the national debate, in the formulation of a national policy and plan, and in the generation and mobilisation of resources and training;
  • To further develop the process leading to a national policy and plan on lifelong learning;
  • To recommend legislation that empowers the implementation of a national policy and plan;
  • To determine the mission, nature and scope of a National Resource Centre on lifelong learning.
