Prerequisites for Opening a Private School

   

In preparing a submission to the Education Division for the expansion of an existing or establishment of a new private school, applicants should give careful consideration to the following:
   
1. Structure Plan
It is important that new schools will be located in areas where demographic projections indicate that such a facility is required and on sites which provide for a full range of educational and sports facilities, good accessibility and a safe environment.
   
2.

Site determination
The most important goal of the Structure Plan is the efficient use of land and buildings, with the channelling of development activity into existing and committed urban areas in order to constrain the loss of undeveloped land and to reduce the spread of built development into the countryside.

   
3.

Study of Need
Private schools will normally be licensed if they add to the educational opportunities available to the community, thereby widening the choice of different educational programmes available to parents.

   
4.

Community Consultation
The applicants should consult with community agencies particularly with the Local Councils.

   
5.

Legal Provisions and Quality of Education
The attention of applicants is drawn to the following:
a. Legal Notice 132 of 2000 (National Curriculum Regulations 2000)
b. Legal Notice 196 of 1994 (National Minimum Conditions for all schools Regulations 1991)
c. Legal Notice 56 of 1991 (National Minimum Curriculum Post-Secondary Level 1991)

Applicants must ensure concurrence with these regulations (in para. 5) as a minimum especially in terms of Rationale, Mission Statement, School’s aims and objectives, school’s administrative structure, programme, philosophy, curriculum and personnel.

A brief description of the proposed philosophy for the educational programme, including approach, methods and language of instruction. State how would your proposal provide an addition to the existing range of education programmes in Malta and how would i`t widen the choice of different educational programmes available to parents;
   
State the proposed staffing strategy for the administrative and instructional components of the programme to be followed; qualifications and professional training for different educational levels: Kindergarten / Primary / Secondary / Post-Secondary / other sectors of learning;
   
Staffing;
   
Any other additional information.

9.

The following are the particulars required from a person when applying for permission to open a Private School:

Full name of owner/s;
   
Full official address of owner/s and telephone / fax numbers;
   
Full name of school;
   
Levels served by the school: Kindergarten / Primary / Secondary / Post-Secondary;
   
Type of school. eg. Co-ed, denominational, lay, etc;
   
New school / Addition / Alteration / Renovation / Other.
   
10.

Name of Head of School in whose name the licence will be issued, including the following particulars:

a Full title of Head of School;
   
b Personal Home Address of Head of School;
   
c ID Card Number, Workbook Number or Work Permit;
   
d Date of Birth;
   
e Qualifications, in full, and experience, if any (Qualifications must be supported by authenticated copies of certificates).
   
11. Level/s of Education catered for, with ages of students to be admitted to the school for each level.
   
12.

Maximum total number of students that will be admitted into the school (or in the case of part-time schools, number of classes and total number of students that can be accommodated at any particular time).

   
13.

Time, number of hours per day and number of hours per week that the school will be open (or in the case of part-time schools, the length of a lesson).

   
14.

Tuition fees to be charged at each level.

   
15.

Total number of classes available in the school.

The full name of the teaching staff below the Head of School, their posts and qualifications (including certificates of qualifications claimed).

   
17.

Plan of premises to be used as a school with dimensions and clear indications of rooms which are to be used as classes.

   
18.

All staff (if foreigners: whether head or teaching personnel) should have an Employment Licence which is obtainable from the Department for Citizenship and Expatriate Affairs, Castille Place, Valletta.

   
19.

Signature of owner/s and Head of School and date of application.

   
20. The application should include the Planning Authority's permit for change of use of premises to be used as a school.
