Service Managers (Student Services) Call for Applications  
 
 

Particular Duties Related to Service Managers (Student Services)

 

a. The duties of Service Manager (Education Psycho-Social Services) shall include:

• Developing, synergizing and managing services attached to this department including School Psychological Service, Guidance Services, Counselling Services, Safe School Programme, School Social Work Service, Education Medical Services, Specific Learning Difficulties Unit;

• Ensuring the services are provided holistically and adequately resourced, at national, College and school level;

• Tracking and monitoring the uptake of education psycho-social services and ensuring services are adequate and relevant to students today;

• Developing policies and procedures and administering education psycho-social student services to all Colleges and schools;

• Ensuring staff are trained and receive professional development and support;

• Liaising with Government Agencies and education stakeholders regarding the efficient provision of the services, and working collaboratively with other Government Ministries and Departments such as Health, Social Welfare and Juvenile Courts;

• Acting as a focal point for the said agencies, ensuring coordination and harmonization of policies, sharing of resources, facilities and services and promoting collaborative programmes, projects and activities;

• Mounting effective campaigns to promote preventive education programmes;

• Supervising the services being provided;

• Regularly meeting with College Principals and Heads of Units/Services to evaluate and develop services;


b. The duties of Service Manager (Inclusive Education) shall include:

• Promoting an inclusion culture and environment in Colleges and schools, and among teachers, students and parents;

• Managing inclusive education programmes and initiatives in Colleges and schools, including the management of all staff providing such programmes and initiatives;

• Co-managing the National Resource Centre for Inclusive and Special Education together with the Service Manager assigned to Special Education and Resource Centres;

• Managing the statementing process of students and periodic reviews of statemented students;

• Managing the delivery of peripatetic services related to the inclusive education sectors;

• Ensuring the provision of appropriate resources and facilities for students with individual educational needs;

• Planning, coordinating, monitoring and facilitating the training of personnel who educate students with individual educational needs;

• Managing transition programmes at the different levels for students with individual educational needs;

• Formulating and implementing policy recommendations and directives in inclusive education;


c. The duties of Service Manager (Special Education and Resource Centres) shall include:

• Managing, developing, planning and ensuring the delivery of the special educational programmes and services within and connected to special education and to the Resource Centres (previously known as Special Schools);

• Collaborating with the DQSE regarding curriculum development and implementation and review of such Resource Centres;

• Co-managing the National Resource Centre for Inclusive and Special Education together with the Service Manager assigned to Inclusive Education;

• Managing, co-ordinating and reviewing the peripatetic service in Resource Centres;

• Providing special educational services to Colleges, schools and students and advising school administrators, teachers, students and parents on the provision of special educational services and facilities;

• Researching, planning, mapping and reviewing the ongoing way forward for special education in Malta and Gozo;

• Liaising with non-government organizations and other stakeholders regarding services and programmes for special needs students;

• Ensuring the maintenance of facilities and equipment in Resource Centres.


d. The duties of Service Manager (Lifelong Learning) shall include:

• Promoting and propagating a lifelong learning culture among parents and the general public;

• Managing, coordinating and organising lifelong learning services and initiatives in schools and in the community;

• Planning, providing and coordinating adult education services as a means of lifelong learning through the development and coordination of policies, programmes and courses through effective scheduling, programming and promotion;

• Managing needs assessments to ascertain course themes and subjects; type of programmes; locations; teaching methods etc. of programmes to be delivered;

• Promoting the production of educational and resource materials for lifelong learning programmes, as well as ensuring the appropriate training of teachers in the field of adult education;

• Managing and participating in matters related to educational broadcasting;

• Managing and coordinating adult education and lifelong learning centres and collaborating with Local Councils, other educational institutions and Non-Government Organisations in the dissemination of lifelong learning;

• Coordinating the Creative Arts Network, including the schools for the visual arts, music and drama.


e. The duties of Service Manager (Projects and Initiatives) shall include:

• Managing projects on a national level and also internationally, such as youth programmes, cultural, social and sport events, etc.;

• Managing and coordinating the School Library Service and promoting a reading culture in the community;

• Collaborating with School Councils, Student Councils and Local Councils in the promotion and organisation of educational, cultural, and social initiatives;

• Coordinating international projects and programmes related to education, including projects and programmes of the European Union, Council of Europe, UNESCO, Commonwealth, etc.
