Frans Borg is currently
Permanent Secretary at the Ministry for Education, Youth and
Employment. Previous to this he served as Director, EU Affairs
and Policy Development within the same Ministry. His responsibilities
as Director brought him much more in line with modern European
educational discourse and philosophy. Frequent contact with
delegates from member states, attendance at European forums
and close collaboration with European educational experts have
immersed him into today’s European policy formulation
and the political and educational agenda.
Frans Borg was involved in education as teacher (primary and
secondary), assistant head and head of school for 25 years.
From 1995 to date he has continued to contribute to the development
of national educational policies by sitting on various national
committees and boards, particularly the Ministerial Committee
on Good Behaviour in Schools (1997-2000); Mid-Week Activity
Steering Committee (1997); the National Commission of Education
(1996-1998); the National Steering Committee on the Implementation
of the National Curriculum (2000); the Schools as Community
Centres Working Group (2000); the National Curriculum Council
(since 2002), the Parental Involvement and Schools as Community
Centre Focus Group (2002-2004); the Board of the Foundation
for Educational Services (since 2001), the Socrates Committee
(2001); the Matsec Board (2002- 2004); SkolaSajf (1996-2001)
and other Ministerial Boards.
Frans Borg can also be considered as one of the pioneers in
parental involvement in Malta, having served on the Association
of School Councils (AKS) since its inception. He served as
President of the Association and Secretary General of the European
Parents Association, a Europe-wide association with a membership
running into millions of parents, until his appointment as
Permanent Secretary. He also has a Masters Degree in Education
(Curriculum) and his research was on the effectiveness of parental
participation in State Primary Schools. Data was mainly gathered
through 18 in-depth interviews carried out amongst parents
serving on school councils and 200 self-administered questionnaires.
The research had the desired snowball effect as parents identified
more with him as their point of reference.
Frans Borg is also in possession of a Teachers’ Certificate,
a B.A (Gen) in History and Social Sciences, a Diploma in Administration
and Management and another post-graduate Diploma in School
Counselling. He is the author of various educational articles,
the organiser of national conferences, rallies, workshops and
seminars particularly in the field of parental involvement
in education in Malta, ran various radio shows on different
radios. His name is also linked with Klabb Sajf, a support
programme for children in complementary education within SkolaSajf;
the European Association of Teachers (Malta) Section (AEDE)
(since2001), the Parents in Education (PiE) Forum (since 2003)
and the strengthening of Customer Care within the Ministry/Division
of Education. His repertoire also contains the participation
in a large number of local, European and international seminars
and conferences.
