Individuals cannot make applications for Leonardo da Vinci funding. Proposals may be submitted only by public, semi-public or private bodies and institutions who are involved in vocational training or concerned by vocational training issues. |

How many partners can form a partnership? |

A Maltese promoter must involve at least one partner from a Member State of the European Union. Proposals can include organisations from the European Economic Area/ European Free Trade Area or applicant countries, however, in the case of Malta, a partnership will only be considered eligible if it includes a partner from a European Union Member State. |

What are the best criteria for a good partnership? |

A multi-player partnership - a partnership involving different types of organisations (ex. Small and Medium Enterprises and social partners, rather than having training organisations only) is considered favourably by assessors. Good proposals reflect the partnership's ability to demonstrate their capacity and experience in terms of organisation, management and dissemination. Application should focus on the specific needs of the target group and the impact of the project's results. |

How long can a project last? |

The duration of the whole project must not exceed 24 months. This includes time allocated for preparation of actual placement or exchange, as well as time for evaluation and reporting. |

Although contributions vary according to the actual needs and priorities of the project, the financial contribution allocated on average is 70% of the total budget. |

What does the Leonardo da Vinci grant cover? |

The Leonardo da Vinci programme allocates funding for insurance costs and the cheapest form of travel from Malta to host country. Grants for subsistence in host country are defined and cannot exceed the stated amount. A small contribution is made for management and monitoring costs. |

Funds are allocated according to the number of beneficiaries, the target group and the duration of the placement or exchange. Additional funds are available (upon justification) for people with disabilities or disadvantaged groups. |

Can the promoter use the Leonardo grant to fund people coming for a placement or exchange in Malta? |

No, money given from the Maltese National Agency should be used to fund Maltese participants only. If a partner organisation would like to send students, workers or trainers to Malta for a placement or exchange, they should contact the National Agency in the country of origin to see how they could be awarded funds. |

What is the letter of intent, and why is it necessary? |

The letter of intent is sent by each partner expressing his/her agreement to participate in the project. It should be written on headed paper, dated and signed by an authorised person in the host organisation. It must refer to the Leonardo da Vinci programme and to the title of the project, and include the role assumed by the partner, as well as financial contribution made.
The letter of intent is necessary because the quality of proposal is strengthened if application shows commitment from all partners. For eligibility purposes, all proposals must include letters of intent from the obligatory minimum size of partnership. Copies of letters are accepted, however the promoter will be asked to provide original letters if proposal is successful. |

When and where does the promoter send the proposal? |

The deadline for submission of applications is established in the Call for Proposals. In 2003, the deadline for submission is January, 2003. This deadline applies to all participating countries. One original and two copies of the proposal, including the letter of intent and the pro-forma invoice for insurance and air travel, should be sent to the Leonardo da Vinci National Agency on the following address:
