When shall we apply for the Youth Support Programme?

   
A. Adverts are published on local newspapers. Financial assistance is granted twice yearly.

It depends on the specific project and it has to match the criteria specified in the advert.

 



YOUTH SPECIALISATION STUDIES SCHEME
   
Q. Who is eligible to apply for YSSS ? When is the call for applications issued?
   
A.

Young people, aged between 18 and 35 years, who wish to pursue their studies abroad provided that such studies are not available locally can apply. Applications are received during May of each year.

Q. What is Gharfien Nazzjonali Zghazagh fis-Socjeta'?
   
A.

Gharfien Nazzjonali is an award given by Government to youth groups as tangible recognition of their voluntary work.
 

   
Q. What is the aim of this award and who can apply?
   
A. The aim of this award is to identify youth organisations, constituted or otherwise who during the year organised voluntary work for society.  This group can be a national, local, voluntary or spontaneously created organisation created to organise work or deeds in favor of a sector of society in a city or town in Malta and Gozo or overseas.
 

   
Q. What are the Criteria?
   
  • Preference will be given to those organisations who are primarily lead by youths.
  • Consideration will be given to the consistency of the organisation work.
  • Each project will be evaluated in its effectiveness.
  • Each project will be evaluated in its originality.
 

National Youth Council

Mission Statement:

The National Youth Council is:

• To serve as a forum for dialogue between Maltese young people
• To represent the interest of young people irrespective of their minority etc.
• To act as the main consultative body for the state in issues concerning young people.
• To represent Maltese young people in international Fora.
• To promote cross-sectoral youth policy.
• To monitor and influence youth policy
• To increase the participation of young people in the decision making level
• To promote the exchange of ideas and experience for mutual understanding between youths.

What is KNZ?

   
A. The National Youth Council is an autonomous entity enjoying a wide national representation of Youth Organisations. It was established by a statute in December 1991, after a period of consultation, national seminars and meetings with youth associations directed at its forumulation. It is formally recognised by the Maltese government as the highest youth representative body in Malta.
 

 Q. What are its aims and objectives?
   
A.

KNZ aims to help young people to develop attitudes which will enable them to be fully integrated in the National community. It enables young people to play a constructive and disciplined role to build the nation.

KNZ motivates young people and youth organizations to participate actively in civic life. It provides young people with equal opportunities in education, including cultural training to enhance personal growth.

Also, it provides a democratic platform uniting Maltese Youth, thereby encouraging discussion. It promotes the exchange of ideas and experiences and gives equal rights and opportunities amongst young people. KNZ has an influence on youth policies at regional and international level.

 

Q. How can I become a member of KNZ?
   
A.

An organisation wishing to apply for membership within the National Youth Council must apply for membership with the Executive Committee. Together with the application form, the Organisation must also provide:

a. an updated copy of the Organisations’ Statute or Constitutive Document
b. a work report of the Organisation for the year preceding the date of application
c. a summary report of the amount of members of the organisation
d. the Declaration form.

Whenever the Executive Committee receives an application for Membership, the Committee must immediately notify the Vigilance Board, and both structures must express their recommendation, based on the documents submitted as stated above, on whether the Organization satisfies the above criteria. The Recommendations are then submitted to the Organizations’ Committee within two months and subsequently, the proposed application together with the recommendation and opinion of the Organizations’ Committee must be presented to the General Assembly. The General Assembly is ultimately responsible for admitting the Organization as a full member or associated member of the Council.

 

Q. How many organisations are members of KNZ?
   
A. KNZ has 21 full member organisations and 8 affiliated organisations. More details about the Youth organisations that fall under the umbrella of the National Youth Council can be obtained from our website: www.knz.org.mt

   
Q. What is the difference between member organisations and associate members?
   
A.

Full Membership:

Full Membership entitles the Organization to actively participate in all the structures of the Council and has the right to vote in the General Assembly and in the Organizations’ Committee

An organization, in order to be considered for full membership must:
a. be a non-governmental and non-profit organisation
b. be organised and active on a national level and/or have an international affiliation in an organisation recognised by the European Youth Forum
c. not be solely organised to serve in one particular University Faculty or workplace
d. base its functions to serve youths
e. have a statute, or constituting document, which, in the opinion of the vigilance board, is a democratic statute or document
f. have a membership of at least 100 youths
g. have a substantial participation of youths in its leadership

Associate Membership:

This type of membership entitles the Organisation to participate, without having the right to vote in the Organisations’ Committee, International Committee, General Assembly, Committees and sub-committees in place from time to time.

Associated membership requires the Organisation to:

a. be a non-governmental and non-profit organisation
b. base its functions to serve youths
c. have a statute, or constituting document, which, in the opinion of the vigilance board, is a democratic statute or document
 

   
Q. What type of organisations does it represent?
   
A. The National Youth Council hosts organisations form the Social, Civil, Political, Religous, Sports and Cultural aspects. Other organisations from different dimensions are encouraged to join our organisation.

Q.
What projects does KNZ organise?
 
A.
To increase youth participation, annually organises the National Youth Parliament. Through this young people participate directly by giving their views and share their concerns on current issues of national interest. KNZ highlights as much as possibe the mainstreaming of youth issues, which should not be seen as mere sectoral interests but in a holistic apporach that sees young people as an intergral part of society.

Another intiative was the launching of the Youth Local Councils. Through this KNZ, has further promoted the youth participation thus strengthening active citizenship. Today seven localities from Malta and Gozo are participating actively in this project. The Youth Local Council is an essentially educational project aimed to boost the recognition and participation of youth and youth organisations at local level.

Is KNZ part of any international organisations?
 
A.
KNZ is a member of the European Youth Forum. The European Youth Forum works to empower young people to participate actively in the shaping of Europe and the societies in which they live, and in improving the living conditions of young people as European citizens in today’s world.

The mission statement of the European Youth Forum is to defend the interests of all young people in Europe. As a platform, it is the representative body of its member organizations towards institutions and partners active in the youth field.

 
Q.
What must I do to participate in an international event of KNZ?
 
A.
The National Youth Council will be organising it’s second Training Seminar. This training seminar will take place between the 8th and the 13th of December 2007. The main theme of this seminar is Cultural Diversity, Inclusion and Youth. This will be a good opportuinity for up to 3 youth leaders and/or youth workers from each countries to participate is such an event at Malta.
