Position of Commission Officers

 

Position of Commission Officer at the National Commission for Higher Education
   
1. The National Commission for Higher Education has been established under Act III of 2006 amending the Education Act. The NCHE consults and advices government on all issues relating to further and higher education.
   
2. The National Commission for Higher Education is seeking to fill the vacant position of Commission Officer from suitable applicants as per ETC permit 63/2007.
   
3. The selected candidate will be expected to enter into a three year contract as Commission Officer at the National Commission for Higher Education. Unsatisfactory performance as Commission Officers during the contract period will lead to termination of the contract.
   
4. The position of Commission Officers carries a salary of €19,799.67 (Lm8,500) - €23,293.73 (Lm10,000), depending on qualifications and experience.
   
5. The Commission Officers will report to the Chief Executive Officer. A detailed job description, listing the responsibilities and the Knowledge/Skills/ Qualifications required for this position is attached hereunder in Annex 1.
   
6. Applicants must be in possession of:
   
  i) An Honours Degree or higher, with a minimum of second class upper classification, in education, law, economics, international affairs, management or other relevant areas as deemed appropriate by the Commission, from an accredited college or university;
   
  ii) Two years relevant work experience as deemed appropriate by the NCHE.
   
7. Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) Act, (Cap. 413), even if they do not satisfy in full the eligibility requirements for this post/position provided they can carry out, in essence, the duties related to the post/position and subject to the concurrence of the Management and Personnel Office. Representations in terms of this clause should be attached to the application forms and supported with relevant documents, which must also include documentary evidence of registration with the NCPD. Reasoned justifications should be given to substantiate the lack of full eligibility requirements and why reasons considerations are merited. 8. Qualifications and experience claimed must be supported by certificates and/or testimonials (photocopies to be included with applications, originals to be produced for verification at the interview). It is the responsibility of applicants, in possession of qualifications awarded by foreign Universities/tertiary education institutions, to produce an evaluation report on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC) within the Ministry of Education, Culture, Youth and Sport or the designated authority, as applicable, which report should be attached to the application and the original presented at the interview. Candidates not in possession of this report may still apply, provided that they submit a copy of the report by the pertinent authority to the receiving department as soon as it becomes available and in any case by not later than one week from the closing date of the call for applications.
   
9. Eligible applicants will be interviewed by a selection board appointed by the National Commission for Higher Education to assess their suitability for the position. The Selection Board will assess the applicant on the basis of suitability to perform the job.

11. Applications received from abroad through a fax or other similar message by the closing date for applications may be considered provided that all requisite details are given.   Job Description - Commission Officer
   
Commission Officers will support the National Commission for Higher Education primarily in the following areas:
   
Economic aspects and state funding policies related to Further and Higher Education
 
International policies and developments related to Further and Higher Education
   
From time to time, Commission Officers may also support the National Commission for Higher Education in the following areas as designated by the CEO:
   
Quality Assurance
Student Affairs
Statistics and Knowledge Management.
 

Commission Officers will be responsible for the development of their assigned areas of responsibility as delegated by the Commission and the CEO from time to time.

All Commission Officers will form part of the Commission Secretariat and will generally:

   
 

i) Develop intellectual leadership in the designated area of responsibility assigned by the CEO;

   
 

ii) Develop the relevant capabilities within the NCHE Secretariat to address the designated area;

   
 

iii) Inform and advise the Commission on the designated area;

   
 

iv) Draft and review policies from the perspective of the designated area;

   
 

v) Support the CEO and the secretariat to deliver its objectives (as specified in Clauses 65 and 66 of the Education ACT Section );

   
 

vi) Collaborate with all stakeholders on issues in related area of responsibility;

   
  vii) Source, compile and analyse the information required to support the above functions.
