Posts of Teacher in the Directorate for Educational Services (DES)

The Public Service Commission invites applications for the posts of Teacher in the Directorate for Educational Services (DES).
   
2. The functions of the DES are established by the Education Act (as amended by Act XIII of 2006) which may be consulted on www.education.gov.mt.
   
3. The mission of the DES is to ensure the effective and efficient operation and delivery of services to the Colleges and schools within an established framework of decentralisation and autonomy.
   
4. Vacancies exist for teachers to teach:
   
(i) in the Primary Schools Sector;
   
(ii) in the Special Education Sector; and
   
(iii) in the following subjects in the Secondary/Post Secondary Schools Sector:

5. The initial salary scale of a Teacher is Scale 9 €15,074 (Lm6,471.27) x €447.17 (Lm191.97) to €17,757 (Lm7,623.08). Subject to a satisfactory performance, a Teacher will proceed to Scale 8 after 8 years service in the grade and then to Scale 7 after a further 8 years service in the grade.
   
5.1 The appointment, which is subject to a probationary period of one year, is on a full-time basis and is subject to the rules and regulations governing from time to time the Malta Public Service in general and the Directorate for Educational Services (DES) in particular, and involves liability to transfer according to the exigencies of the Public Service.
   
6. Applicants must be:-
   
(a)(i) citizens of Malta; or
   
(ii) citizens of another European Union Member State; or
   
(iii) citizens of other countries to which the EU provisions on free movement of persons apply (in case of difficulty the Ministry of Foreign Affairs is to be consulted regarding the countries to which EU provisions apply); or
   
(iv) the spouse and children, even if they are third country nationals, of any person mentioned at (i), (ii) and (iii) above, provided they are eligible to work in Malta under current legislation. This should be determined with the advice of the Director, Citizenship and Expatriate Affairs, Ministry for Foreign Affairs.
   
The appointment of candidates referred to at (ii), (iii) and (iv) above would necessitate the issue of an employment license in so far as this is required by the Immigration Act and subsidiary legislation.
   
(b) able to communicate in the Maltese and English languages:
   
(c) of good moral character (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form (GP 47); those applying from outside must produce a recent Certificate of conduct issued by the Police or other competent authority not earlier than six (6) months from the date of this call for applications and state whether they have ever been in the Maltese Government Service, giving details);
   
(d) in possession of a permanent Teacher’s Warrant or qualify for one in accordance with section 24 (2) of the Education Act (Cap. 327).
   
  PRIMARY SECTOR
   
6.1 Applicants for a post in the Primary Sector apart from satisfying requisites stated in 6a, b, c and d must further satisfy one of the following:
   
(i) have previously held a regular appointment as Teacher with the Education Division (now referred to as DES), provided that their teaching service in this sector is considered satisfactory.
   
  OR
   
(ii) have a recognized Teacher’s Certificate;
   
  OR
   
(iii) have a Bachelor’s Degree in Education;
   
  OR
   
(iv) have a Postgraduate Certificate in Education specialising in Primary Education;
   
  OR
   
(v) have a Master’s Degree or Doctorate in Primary Education. Applicants who have passed their final examinations and will be graduating with a Master’s Degree or Doctorate after the closing date of the applications have to provide official transcripts of the degrees with their applications.
   
  OR
   
(vi) have successfully completed the Graduate Teachers Course organised by the Education Division (now referred to as DES) (or an appropriate, recognized, comparable qualification).
   
6.1.1 Applicants must also be in possession of an Ordinary Level Secondary Education Certificate (Grade 1 – 5) or comparable in Maltese, English Language and Mathematics. A pass at Advanced Matriculation Level (minimum Grade E) or comparable or a pass in the respective subject module taken as part of the B.Ed (Hons) course shall be accepted as an alternative to Ordinary Level unless otherwise stated. Provided that an applicant who does not satisfy these requirements would still be eligible to apply if he or she is in possession of a Permanent Teacher’s Warrant and has been in a full-time teaching position in the Primary Sector for a period of not less than five years in the last ten years.
   
6.1.2 Applicants who entered one of the courses noted in 6.1 (ii), (iii), (iv) and (v) as mature students (testimonial of this needs to be provided) and successfully completed such courses are exempt from clause 6.1.1
   
6.1.3 Applications will also be received from students who are in the final year of the B.Ed (Hons) course with Primary teaching as a main area of specialisation.
   
  SPECIAL EDUCATION SECTOR
   
6.2 Applicants for a post in the Special Education Sector apart from satisfying requisites stated in 6a, b, c and d must further satisfy one of the following:
   
(i) have previously held a regular appointment as a Teacher with the Education Division (now referred to as DES), and have performed satisfactorily;
   
  OR
   
(ii) have a recognized Teacher’s Certificate;
   
  OR
   
(iii) have a Bachelor’s Degree in Education;
   
  OR
   
(iv) have a Post Graduate Certificate in Education.
   
  OR
   
(v) have a Master’s Degree or Doctorate in Special Education or a relevant area related to the sector. Applicants who have passed their final examinations and will be graduating with a Master’s Degree or Doctorate after the closing date of the applications have to provide official transcripts of the degrees during the interview.
   
  SECONDARY/POST-SECONDARY SECTOR
   
6.3 Applicants for the post in the Secondary/Post Secondary Schools Sector apart from satisfying requisites stated in 6a, b, c and d, must further satisfy one of the following:
   
(i) have previously held a regular appointment as Teacher with the Education Division (now referred to as DES) and have a pass at Advanced Matriculation Level (Grade C or better) or comparable in the subject/s applied for, provided that their teaching service is considered satisfactory;
   
  OR
   
(ii) have a recognized Teacher’s Certificate with the subject applied for taken as the main subject in the Teacher’s Training Course;
   
  OR
   
(iii) have a full certificate in Education awarded by Mater Admirabilis College of Education or St Michael’s College of Education together with a pass at Advanced Matriculation level or comparable in the subject applied for;
   
  OR
   
(iv) have a Bachelor’s Degree in Education which includes the subject applied for as the main teaching area;
   
  OR
   
(v) have a Bachelor’s Degree or a comparable qualification which includes the subject applied for as a main area and have a P.G.C.E. specializing in the subject applied for. In those cases where a P.G.C.E. was not offered by the University of Malta in the last three years before the issue of a call in the area applied for, a P.G.C.E. with any subject specialization will qualify the applicant;
   
  OR
   
(vi) have successfully completed the Graduate Teachers’ Course organised by the Education Division (now referred to as DES) or an appropriate, recognized, comparable qualification and be in possession of a Bachelor’s Degree, or a comparable qualification, which includes the subject applied for;
   
  OR
   
(vii) have a Master’s Degree or Doctorate in the subject applied for and a permanent warrant. Applicants who have passed their final examinations and will be graduating with a Master’s Degree or Doctorate in the subject applied for after the closing date of the applications have to provide official transcripts of the degrees with their applications.
   
6.3.1 Applicants for the Secondary/Post Secondary Sector must be in possession of at least Ordinary Level Secondary Education Certificate (Grade 1 – 5) or comparable in the following three subjects: Maltese, English Language and Mathematics. A pass at Advanced Level Matriculation (Minimum Grade E), or comparable, or a pass in the respective subject module taken as part of the B.Ed (Hons) Course, shall be accepted as an alternative to Ordinary Level.
   
6.3.2 Applicants who entered one of the courses noted in 6.3 (ii), (iii), (iv) and (v) as mature students (testimonial of this needs to be provided) and successfully completed such courses are exempt from clause 6.3.1
   
6.3.3 Applications will also be received from students who are in the final year of the B.Ed (Hons) course or in the P.G.C.E. course at the University of Malta or a recognized comparable qualification and have as a main area of specialisation the subject applied for. Where the University of Malta did not run a P.G.C.E. course in that particular subject, any P.G.C.E. will qualify an applicant who also has either an Hons. Degree in the subject applied for or a General Degree in which the subject applied for is a main area of study.
   
6.3.4 In the case of Business Studies, any other related subject/degree presented should include enough components of both Economics and Accounts as a main area of study.
   
6.3.5 In the case of Personal and Social Development, the degree of P.G.C.E graduates must include Psychology as a main area of study.
   
6.3.6 In the case of Integrated Science, applicants claiming eligibility in terms of paragraph 6.3 (iv), (v) or (vi) must have studied Biology or Chemistry or Physics as a main area of study in their degree.
   
6.3.7 In the case of Religion, candidates must also obtain the necessary certificate of suitability for the teaching of Religion from the Archbishop’s Curia.
   
6.3.8 In the case of Art and Music applicants who have:
   
(i) a recognised Teacher’s Certificate
   
  or
   
(ii) a Bachelor’s Degree in Education,
   
  or
   
(iii) a Bachelor’s Degree and have also a P.G.C.E. of the University of Malta, or a Graduate Teacher’s Course,
   
  or
   
(iv) a Master’s degree or a Doctorate;
   
  or
   
(v) qualifications on the strength of which the applicant has successfully held a teaching post as a licensed teacher in art or in music in a recognised school in any other European Union Member State or in any country to which the EU provisions on free movement of persons apply shall be eligible to apply if their qualifications are relevant to the subject.
   
6.3.9 In the case of Information Technology, applications will also be received from:-
   
(a) B.Ed (Hons) or P.G.C.E. graduates or students who are in their final year of studies in B.Ed (Hons) or P.G.C.E. course;
   
  and
   
(b) whose area of specialisation is in the Secondary Sector;
   
  and
   
(c) have obtained a pass in all seven modules of the European Computer Driving Licence (ECDL) or a comparable qualification;
   
6.3.10 In the case of European Studies, selected applicants must have undergone the relevant course for European Studies organised by the Education Division (now referred to as DES) or commit themselves to follow the course when requested to do so.
   
6.3.11 In the case of Design and Technology, applicants must satisfy one of the following conditions:
   
(a) Resistant Materials and Electronics, eligibility is also extended to applicants where area of specialization in the B.Ed (Hons) course is in Technical Subjects.
   
(b) Food and Textiles Technology, eligibility is also extended to applicants in possession of:
   
(i) Main area of specialisation in B.Ed (Hons) Home Economics with credits relevant to Textiles;
   
  or
   
(ii) Main area of specialisation in B.Ed (Hons) Home Economics and having relevant qualifications comparable to an Advanced Level or higher in Textiles;
   
  or
   
(iii) Main area of specialisation in B.Ed (Hons) in Textiles with credits related to Home Economics;
   
  or
   
(iv) Main area of specialization in B.Ed (Hons) in Textiles and having relevant qualifications comparable to an Advanced Level or higher in Home Economics.
   
  6.3.12 In the case of Piano, Theory of Music and Violin :
   
(a) applicants who have:-
   
(i) a Teacher’s Certificate; or
   
(ii) a Bachelor’s Degree in education, or
   
(iii) a Bachelor’s Degree and have also a P.G.C.E. or a Graduate Teacher’s Course, or
   
(iv) a Master’s degree or a Doctorate
   
shall be eligible to apply if their qualifications are relevant to the subject/s they are applying for.
   
(b) Those applicants having the qualifications listed above in an area other than that applied for but having relevant qualifications comparable to an Advanced Level or higher, shall also be considered as eligible.
   
6.4 Degrees and/or certificates awarded by foreign universities and other tertiary education institutions must be accompanied by official transcripts or diploma supplements. Information and guidance regarding foreign degrees, diplomas or certificates may be obtained from the Malta Qualification Recognition Information Centre, Ministry of Education, Culture, Youth and Sport. Applicants are to submit all information regarding the evaluation of their qualifications.
   
6.5 It is the responsibility of applicants, in possession of qualifications awarded by foreign Universities/tertiary education institutions, to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC) within the Ministry of Education, Culture, Youth and Sport or the designated authority, as applicable, which statement should be attached to the application and the original presented at the interview. Candidates not in possession of this statement may still apply, provided that they submit a copy of the statement, issued by the pertinent authority, to the receiving department as soon as available and, in any case, by not later than one month from the closing date of the call for applications.
   
6.6.1 Qualifications and experience claimed must be supported by certificates and/or testimonials (photocopies to be included with applications, originals to be produced for verification at the interview).
   
6.6.2 Degree certificates must be accompanied by a transcript, in English, showing the Degree obtained and the final classification.
   
6.6.3 Applicants must provide teaching practice reports and/or references regarding their teaching practice experience.
   
6.6.4 Applicants must provide transcripts of their qualifications. Those in their final year of study must provide transcripts of all previous years of study in that particular course.
   
7.1 Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) Act, (Cap 413), even if they do not satisfy in full the eligibility requirements for this post provided they can carry out, in essence, the duties related to the post and subject to the concurrence of the Management and Personnel Office and approval of the Public Service Commission.
   
7.2 Representations in terms of this clause should be attached to the application forms and supported with relevant documents which must also include documentary evidence of registration with the NCPD. Reasoned justification should be given by the applicant to substantiate the lack of full eligibility requirements and why reasoned considerations are merited. All correspondence is to be addressed to the receiving Directorate and copied to the NCPD.
   
8.1 Eligible applicants will be interviewed by a Selection Board to assess their suitability for the post.
   
8.2 The result of the interviews will be published by the Public Service Commission and exhibited on the notice-board of the Office of the Public Service Commission and that of the DES.
   
8.3 A notification of the issue of the result will be duly published in the Government Gazette and will also appear on the website of the Public Service Commission where it may be accessed at http://www.psc.gov.mt. A press notice will also be issued to all local media organizations.
   
8.4 Petitions objecting to the result in terms of Section 1.1.10 of the Public Service Management Code should be submitted within ten (10) working days from the date of the publication of the notice in the Government Gazette.
   
8.5 It is envisaged that interviews will be completed by the 18th July 2008. It is in the applicants’ interest that they attend for their interviews as per appointment given. Reasons for non-attendance, including being abroad, may not be considered.
   
8.6 Applicants who are found to be ineligible will be informed by post.
   
8.7 Successful applicants will be placed in order of merit subject to the condition that they are either fully qualified by the end of July 2008 or have successfully completed their B.Ed (Hons) or P.G.C.E. by the end of July 2008. Applicants failing any one of the above conditions will be considered ineligible even in those cases where they have been called for or attended the interview.
   
8.8 Successful applicants will be offered appointments according to the availability of posts.
   
8.9 Successful applicants must attend an induction programme on the 15th and 16th September 2008.
   
8.10 Applicants are to fill in one application form per subject or sector they are interested in applying for.
   
9. Selected candidates will be medically examined to ascertain that they are fit for the post.

10.2 Applications, together with a summary of qualifications, experience and other information, are to be submitted to the Customer Care Section, Human Resources Development Department, Directorate for Educational Services, Floriana FRN 1810 or to the Education Office, Victoria, Gozo at either address by not later than noon of Friday, 27th June 2008.
   
10.3 Applications must be accompanied by the following documents:
   
(a) a conduct certificate issued by the Police Department or other competent authority not earlier than 6 months prior to the closing date of this call for applications;
   
Photostat copies of testimonials and/or certificates relating to qualifications and experience and any other documentation requested in this call.
   
11. Applications received from abroad through a fax, or other similar message, by noon of Friday, 27th June 2008 will be considered provided that all requisite details are given. The formal application duly signed by the applicant must reach the Customer Care Section, Human Resources Development Department, Directorate for Educational Services, Floriana FRN 1810 or the Education Office, Victoria, Gozo by not later than one week after the closing date together with an explanation for the delay. 12. (a) Applications delivered by hand will be acknowledged and a receipt will be given at the time of delivery.
   
(b) Applications by post should be sent by registered mail in sufficient time to ensure delivery by the above deadline.
